Can Foreigners Take the Construction Safety Training in Korea?

"Are foreigners allowed to take the basic construction safety training?" The short answer is YES, but it strictly depends on your visa status.

To work at any construction site in South Korea, you must complete the Basic Occupational Safety and Health Training for the Construction Industry (건설업기초안전보건교육). However, only foreigners who hold a visa legally permitting construction work can receive the completion certificate. Unauthorized visas or undocumented individuals are strictly prohibited from taking the course.

Below is the comprehensive guide detailing exactly which visas allow you to take the safety training and the specific documents you must prepare.

1. F-Series Visas (F-2, F-4, F-5, F-6)

Holders of these resident and family visas can take the training almost exactly like Korean citizens. However, while Koreans only take the training once in a lifetime, the validity for foreigners is tied to their visa period.

  • ⚠️ F-4 Visa Restriction: F-4 holders are legally prohibited from working in simple manual labor jobs (단순 노무 직종). You can take the training, but you will be reminded of this restriction at the center.
  • Required Documents: Alien Registration Card (ARC) & Training Fee.

2. H-2 Visa (Working Visit)

H-2 visa holders must obtain special permission before applying for the safety training.

  • Requirement: You must first obtain a "Construction Employment Recognition Certificate" (건설업 취업인정증) from the Human Resources Development Service of Korea (HRDK).
  • Note: This certificate must be renewed annually. If it expires, you cannot take the training.
  • Required Documents: ARC, Construction Employment Recognition Certificate, and Training Fee.

3. E-9 Visa (Non-Professional Employment)

The E-9 visa is divided by industry. E-9-2 is specifically for the construction industry, while E-9-1 is for manufacturing.

  • E-9-2 (Construction): Eligible. Bring your ARC, Passport (to verify the E-9-2 stamp), and Training Fee.
    • If hired: Bring "Foreign Worker Employment Permit" (외국인 근로자 고용허가서).
    • If job hunting: Bring "Job Search Registration Certificate" (사업장 변경신청 외국인 구직등록필증).
  • E-9-1 (Manufacturing): Restricted. Only permitted if your manufacturing company sends you to install/deliver items at a construction site. You need the Employment Permit, Delivery/Installation Contract, and a confirmation letter from your employer stating the specific work dates.

4. D-2 Visa (Study Abroad) & 5. G-1 Visa (Refugee)

Students and specific refugee visa holders require prior permission from Immigration.

  • D-2 (Student): Must have a designated construction employer. Requires ARC, Passport, Training Fee, Permission to Engage in Activities Outside Visa Status (체류자격 외 활동허가증), and the employer's Business Registration & Employment Insurance Certificate.
  • G-1 (Refugee): Only G-1-6 and G-1-99 holders are eligible. You must bring the Permission to Engage in Activities Outside Visa Status and the authorized workplace's Business Registration.
